The bones come first. Roof, plumbing, electrical, air. In Florida the parts a buyer can't see are the parts that decide whether a house holds up.
Keep what's worth keeping. A lot of mid-century block homes around here are hiding terrazzo under the carpet. We'd rather polish it than cover it.
Finish it like someone is going to live there, because someone is. One house brought back properly lifts the ones on either side of it.
